“2.75 War” and the Rise of Civilian Commandos — Wing Commander Pushkal Dwivedi’s Closing Address at Kalki Sena Tactical Training Centre
Noida, October 2025 —
At the Northern Command’s Tactical Training Centre of Kalki Sena, the “Counter Terrorist Combat Course 2025” concluded with a powerful closing lecture by Wing Commander (Dr.) Pushkal Vijay Dwivedi (Retd.), Chief of Kalki Sena. In his deeply strategic and motivational address, Dwivedi elaborated on his renowned “2.75 War Doctrine,” emphasizing that India’s real security lies not only on its borders but in its classrooms, institutions, and collective civic discipline.
Dwivedi stated —
“India today is engaged in a 2.75-front war. Two fronts are external — China and Pakistan, half a front is internal extremism, and the remaining quarter front is the legacy of Mughal and British-era systems that still influence our judiciary, education, and governance. Unless we win this .25 war, the nation cannot achieve complete security.”
The Union of Dharma, Discipline, and Civil Power
In his address, Dwivedi said that Kalki Sena’s goal is not merely to teach combat skills but to cultivate a disciplined, dedicated, and dharmic society.
He explained —
“Our Kalki Warriors are not just physically trained; they are spiritual warriors inspired by the Vedic principle of Shakti. When Dharma and Strength walk together, the nation becomes invincible. The true power of Bharat lies in its awakened, disciplined, and ethical citizens.”
He stressed that India’s future depends not only on its armed forces or government but on citizens who stand with the nation in times of crisis. Therefore, every trainee of Kalki Sena is a “Civilian Commando” — legally aware, disciplined, and ever-ready to respond during emergencies, disasters, or terror situations.
2.75 War — The New Era of Civil Defence
Dwivedi explained that the concept of “2.75 War” goes beyond traditional military strategy — it is a struggle for mental, educational, and institutional reform.
He said —
“The .25 war means freeing ourselves from colonial and Mughal mindsets that alienate us from our roots. Unless our education, judiciary, and administration are rooted in Indian civilizational values, the other 2.5 wars — external and internal — cannot be won.”
He further outlined his strategic sequence called “Backward Victory”:
“First, win the .25 war — decolonize governance and education. Then win the 0.5 war — neutralize internal ideological and extremist divisions. Only then can we decisively triumph on the two external fronts — Pakistan and China.”
Kalki Sena Training — A Laboratory of Disciplined Citizenship
At the Noida training centre, participants from across India — including women — received advanced instruction in Urban Warfare, Close Quarter Battle, Surveillance, Survival Psychology, Weapon Handling, and Rescue Operations.
Dwivedi emphasized that this initiative is not an alternative to the military, but a national civic preparedness movement.
“When every citizen becomes trained, aware, and disciplined, no form of terrorism or internal chaos can ever defeat the nation,” he declared.

The New Guardians of Bharat — Kalki Warriors

“India is no longer merely a military power; it is a civilizational force awakening. Our Kalki Warriors represent this awakening — the disciplined unity that makes the nation unconquerable. When every citizen, be it a teacher, farmer, engineer, or student, begins to see himself as a warrior, India will inevitably win the 2.75 war.”
He congratulated the graduating civilian commandos of 2025, saying this event marks not just the conclusion of a course, but the beginning of a renaissance in India’s self-defence culture.
